Kevin Stevens Qualifications

I have lived in Saginaw County my entire life, and have had a passion for law enforcement dating back to my joining the Police Explorer Post at 14-years-old.  I joined the United States Army as a Military Police Officer after graduating from Freeland High School, which gave me a strong foundation on which to begin my career.   The Army also provided a responsible means for funding my Associate’s degree from Delta College, and Bachelor’s degree from Saginaw Valley State University. 


I began my career with the Saginaw County Sheriff’s office in 1991, and held many positions throughout my career – beginning as a Deputy and retiring as a Lieutenant, overseeing law enforcement personnel and budgetary operations.  I found that the best way to grow in the organization was a simple formula – hard work and helping people.  In working full-time through school, I quickly learned the value of dollar.  My background of hard work and fiscal responsibility is the foundation of my commitment to better public safety, and public money better spent.

Campaign Top Priorities for Saginaw County

Kevin Stevens upholds many core values, one of them is ensuring Saginaw County residents are being provided quality services from the Sheriff's Office while operating within their budget.  Read on to learn more about some of the issues facing Saginaw County and how he plans to overcome them.

School Bus & Children

School Safety

My top priority will be school safety, and will include the following actions…


  • A new school liaison division, which will provide services to Saginaw County school districts offered by trained, certified, retired police officers to assist with school security and drug education.

  • Location of Saginaw County Sheriff sub-stations to schools during school hours.

Internet Safety and Optimization

Citizens who are traditionally vulnerable to illegal Internet activity may require additional background knowledge in an effort to ensure protection.  I will take the following actions via the creation of a new Internet Safety division to provide the following.…


  • Training to the elderly community to promote Internet safety and detection of fraud activity.  Services will be offered at Commission on Aging buildings, and retirement communities across Saginaw County.

  • Training to school communities to promote Internet safety and detection of Internet predatory activity.  Services will be offered at school locations across Saginaw County.

  • My years of experience have taught me that many minor crimes go unreported through the course of busy lives.  I will expand the use of the Internet to provide the ability for Saginaw County residents to self-report crimes to the Sheriff’s office, including the ability to upload relevant photos and information that would assist in the creation of a police report, or in the further investigation of possible related crimes.

Balanced Budget

It is critical that the Saginaw County Sheriff’s office operate responsibly within the available budget.  Balancing the means of the department, while providing quality services to residents is of the utmost importance.  In doing so, I will…

  • Promote aggressive contract negotiation for goods and services purchased by the Saginaw County Sheriff’s Department.

  • Seek to reduce jail population through innovative programs such as the expansion of GPS tethering, and partnering with judges to consider alternative sentencing options.

  • Refrain from requesting tax increases to fund unnecessary expenditures.
